Remediation Services Former Heintz Corporation Philadelphia, PA
Brown Environmental was retained to assist in evaluating the feasibility for the conversion of a former industrial site to residential usage. The site possessed a Site-Specific Standard closure for non-residential land usage. Historic investigations indicated that spent chlorinated solvents possessing oils and metals were discharged to an onsite lagoon. The consultant’s supplemental soil and groundwater characterization indicated that two separate areas of concern existed including drum burials containing chlorinated solvents and the deposition of coal ash material containing metals. A Public Involvement Plan was developed and implemented at the request of the City of Philadelphia. A combined Remedial Investigation Report and Remedial Action Plan were submitted and approved by the PADEP. The devised closure strategy included attaining the Statewide Health Standard for the soil and coal ash material through a broad array of remedial techniques. The groundwater closure strategy included attaining the Site-Specific Standard through risk characterization. Brown completed a multi-phased soil treatability study investigating the usage of mechanical aeration, steam, and several oxidation amendments to address the solvent impacted soil. Brown designed, permitted and implemented over a mile of sediment and erosion control measures, completed the excavation of 21,000 tons of soil and coal ash material, transported 4,300 tons of impacted soil to a permitted disposal facility, successfully treated 7,500 tons of solvent impacted soil with chemical oxidation onsite, transported 1,700 tons of coal ash material for usage as a concrete additive, and transported 4,900 tons of coal ash material to a mine reclamation site for usage as structural fill. The soil and groundwater attainment samples have been collected and the Statewide Health Standard and Site-Specific Standard Final Reports are in development.
